Tri-County Housing & Community Development Corporation is a nonprofit organization serving Bent, Crowley, and Otero Counties, an area of 3,579 square miles in rural southeast Colorado, plus three other counties in Southeast Colorado on an as needed basis.

Tri-County Housing, Inc., was formed in early 1991 under an inter-government agreement between six entities within Bent, Crowley, and Otero Counties, Colorado. The original organization was a department of the Town of Fowler. Tri-County Housing provided administrative and construction consulting services for low-income housing rehabilitation with the goal of improving the safety and sanitary living conditions of those in the area.
In January of 1995, the advisory board elected to re-form as a nonprofit. The evolution of Tri-County has prompted a recent name change to Tri-County Housing and Community Development Corporation. Tri-County Housing & CDC is now governed by a board of 16, comprised of city, town, and county government representative; community residents; and members of the financial/business community.
Tri-County Housing & CDC's Board and staff view this organization as a valuable resource for the communities they serve and are committed to providing this assistance.
Tri-County Housing has completed over 576 rehabilitation and homeownership projects with a loan portfolio of 5.8 million dollars. In addition to the original Owner Occupied Rehabilitation Program, 4 additional programs have been added-the Down Payment Assistant Program, Second Mortgage Assistance Program, Mutual Self Help Housing and Self Help Rehab. To date, 23 homes have been completed through Mutual Self Help opportunity, with 5 more to be completed this summer.
The Multi-Family Housing program continues to be a vital part of Tri-County’s organization. TCHCDC own and manages 79 low-income housing apartment units located in 3 different communities-Las Animas, La Junta and Salida. The completely renovated 24 unity-College Overlook apartment complex is unique in that it became the first project in the State of Colorado to utilize Social Services TANF funding for housing.The Tri-County Housing organization has been a part of many diverse community development projects including the development of a one-mile walking trail and picnic area, assisted living, parking lots, downtown renovation projects in 5 communities, the renovation of a historic train station to create the organization's former office space, the renovation of an old movie theater into a community facility, and securing funds for parks, sports fields, a library, and rescue vehicles.

Tri-County is very fortunate to draw from many different entities for program funds. These range from Federal agencies, such as Neighborworks® America, Rural Development; to State agencies, such as Colorado Division of Housing, Great Outdoors Colorado; to local govermental entities, such as Bent County, Otero County, and Crowley County, and city and town governments; to various banking institutions, such as Federal Home Loan Bank, US Bank, State Bank of La Junta, First National Bank of Las Animas.
We are a chartered member of the Neighborworks® America. With this membership comes the availability of training, technical assistance, and funding which will strengthen our organization's capabilities to serve our communities.
We also work with intermediaries such a Rural Local Initiatives Support Corporation (LISC), and Rural Community Assistance Corporation (RCAC) who have contributed greatly in both financial and technical assistance. All of these entities and many more have stepped up to form a partnership with Tri-County Housing making it possible to move forward.
